In many countries in Europe there is a huge demand for staff to look after other people either in their own homes or in collective settings like residential care and nursing homes. In some countries this is organised by the government, usually at a local level, and in others it is a matter for each family.

The care sector is an important source of job growth in Europe. It is one of the largest sectors of growth and one of five sectors recognised by the European Commission as ‘meriting particular attention’ (European Commission 1999: 12).
